My brother (deceased) and I had the following pre-1940 cars and we knew every nut and bolt on em as you might imagine:

I had a 1920 Dodge Touring, 1924 Dodge sedan, 1933 Pontiac-Straight 8, 1937 Buick Roadmaster. He had a 1931 Chev, 1937 Chev, 1937 Buick Special.

I cannot picture a use for that device unless it helped hold an extra spare wheel on the back. :-)

used in the auto body repair!!!! and it doesn't work for bumpers, doors or hoods! or rumple seats!
Do not worry many a old car guy has given up!

Rusty  already ruled out hoods, doors, bumpers, rumple seats, anything drive train, electrical, brakes, interior... is there anything left????

Was this used for locking the steering wheel when rear lift towing, in the days before tilt tray trucks were invented!

I just reread all posts, and "not used inside the car" rules out my steering wheel lock idea!? But I still think it has something to do with the steering (linkage?) and or towing??

The company Walker made those things too! towing and alignment equipment, but this is a auto body repair tools,  ahhh it is going to seem so easy!  About the only part of the car or truck not mentioned is what this used on, and they get banged up too!  Are my hints that bad???

Walker called them "The Walker Fender Shrinker"
So this would be used to pull a stretched  fender together, then the fender could shrank in places to bring the fender back into shape. My guess is it was 1st from the late teens thru the twenties then as the hydraulic tools came into more shops this went out of production in the 30's.

The fender it is on is a 1936 Ford Deluxe Delivery Panel Truck.
