Depends if you are buying it to use it or resell it. Is it single or 3 phase? It looks like it probably works. Try to move the top blade looking for badly worn pins. Look for major chunks out of the blade. Dull can usually be sharpened. Start it if you can. Listen for nasty motor and drive noises. I can't tell what it has for a clutch. Check that it works. Has the frame been cracked and welded? If it is open gears, are they worn out or missing teeth? If it is a closed gearbox, how bad does it leak? Was it used in a steel fab shop or a scrap yard. If it was in a scrap yard, it is probably pretty tired all over. See if you can find a tag that gives the rated thickness that it will cut. Usually with those, if it fits in the jaws, it will cut it.
