Today's gift

A friend gave me this, in a badly rusted condition, today.  Cleaned up, it looks like the handle for a clinker shaker on some coal stove.  What do you guys think this is?  The legend embossed around the square opening say "Open" and "Close".

Looks like a shaker, but with the open close, could well be the draft tool.   Also cold be a valve wrench, with the arrows like that.   Thought you said it was rusty?

It was. Given enough time, I will clean rust off any iron tool.
