okay what is it

found this in a box of stuff  i got at a auction some timme ago it was also in a box that had gaskets and rubber fittings, sink parts ..  anyone have any idea it looks crudelly made.. my thoughts are a insulater of some sort ...  the circle is glass and the hanger is  1/8 steel
