Whatsit Tool Handle

Here is another one of my Ebay items.  It appears to be some type of tool handle.  There are no bits with it, which would have helped identity it.  I am thinking something medical related.

Do you have the part that goes in the two holes near the handle?  and does the handle turn to extend the part near the holes?

Is the end cap open or closed? (could some spring steel looped wires be clamped & clip into notches in cap? or go through or bottomed in cap?.)

No, I do not have any of the bits that go in the chuck, which is just below the wood handle (where the two holes are).  You turn the handle and the chuck opens to accept whatever kind of bits/parts it takes.

The double ring on the handle is just the cap bottom and a decorative bead below the removable cap.  It is empty inside, but looks like a typical hollow rosewood tool handle.

Looks like a leather stitching tool that holds spool of heavy thread with large needle on end.

Just a weathered light rust/WD40 mix patina.
