Pat. Pending vise

Picked up this no name clamp on vise today, and have no idea of it's purpose.
The front screw seems to be the pivot with the small bar at the back keeping it aligned ?
The rear screw would apply the pressure.
Note the holes in the jaws at the side and front.
The rear of both jaws are marked M4. No other marks on the vise
Must be a pretty specific task this was designed for? or not?

Also grabbed another small no name vise that I had no need for...  !!!
