What is it?

It's cast iron.  Approx. 5 " long, 1 & 3/8" wide, 1/2" thick and weighs 5.4 oz.  Found in S.C.

That looks like a tool used for detaching links on farm machinery chain.

Thanks for the info so far.  It's not an ice chipper.  Was once told it was a rope tying tool, which it would work as that but the rope tying pros don't think it was made for that.

Extra heavy duty fork...  for people who like to eat with authority. 

It also looks like the handle end could be used for a bottle cap remover.  Beer anyone?

I would say that it is to clean the fins on something, looks agricultural. Possibly a seed cleaner, food grinder, or?
Second thought is to break up the crust in buffing pads or wheels.
