Wrench?

I got this whatever today for a buck, thought it's worth that much just in the challenge of finding out what it is. No markings of any kind on it. Did some searches and came up blank- came to the conclusion I really know very little about older tools. That being said I will defer to the very knowledgable membership here if you would like to help. Thanks

Does turning the outer part of the handle clamp the jaws together ?

Some type of clamp ?

 I have one like that and it is unmarked as well. Schultz shows two and just says "German made wrenchs"

Ray, Yes you turn the knurled part to open and close the jaws. Being that its a wrench why would they make it two sided?

A carriage wrench, but I also don't really know what the point of the double opening was supposed to be either. I can't see any way it helps you remove an axle nut....

Just a weathered light rust/WD40 mix patina.

As I recall, it's a French design, and who can figure out the French?  Maybe Billman, our resident French expert,
can find a clue.
