Missing parts? repurposed?

Not sure what this is. The end looks to have been filed so may have been repurposed but if so for what?

It looks like a nut driver modified for twin hole security screws? Twin hole security screws are also called 'snake eyes' or 'pig nose' screws. Just learned that, thanks to you Neals. Like these:

Looks like it would fit the lock on some paper towel dispensers.

However, I suspect it is for removing carburetor needle jets.

It's funny, it's not all that expensive a tool, but the time you generally realize you need one is typically 3PM on a sunday afternoon, when the odds that any place carrying such a specialized tool is going to be open are about zero. So you spend the rest of the afternoon making your own, because, without the tool, what else do you have to do anyway?
And just about the time you have the tool all finished up and looking nice,  it's dinner time and the day is over anyhow....

Thanks guys! Looks like another tool I will likely never use. Over the years I learned enough about carbs to leave them to someone who knows something and I can still afford toilet paper.
