Expander tool - Piston Ring?

Is this a piston ring expander?  If not, then what is it?  The jaws remain parallel when spread open.  Duro Chrome 2128.

Snap ring pliers , usually for transmission work.
It would work as a ring expander though.
Of all the things I've lost , I miss my mind the most

Rats!  I was hoping they were a piston ring tool.  Have to install rings today so I may go to store - Autozone has cheap tool for $7.99.

If you have strong fingernails and a willingness to deal with a little discomfort, it can be done by hand, although the expanders make life easier.

I will work for piston rings too, I have used one for that.
