Found this today at the swap. Not sure what it is but clocks/watches or jewelry seems a good guess. What do you guys think?

Saw something sort of similar used for tying flies. Clamped into a small vise.

That piece on he top could be for clamping in a vise. Seems reasonable to me.

thats what I would guess a vise of sorts  ,  but  it is under 4 inches   bob w.
