Folding Garden Tool?

Hello, Has anyone ever seen one of these before? I am pretty sure it is missing the spade, or pick end. Trying to get a feel for how to make a new end. I haven't freed it up yet, but the spring moves easily, so I am guessing it will fold.Thanks, Lou
