A web search mentions a belt tensioner tool with that ford number.

Googling the part number gives me a link to a PDF file that doesn't want to show up. It is from Thermaetm Systems (Secondary Air Injection)

pump belt tensioning tool (Tool T75L-9480-A or equivalent) to hold belt tension while tight- ening the mounting bolts.

Looks like it works like a turnbuckle.

We are still struggling with some permissions that were undone by the recent unpleasantness. Some members have been able to post pictures, most are not.

If it's equivelant to ford pump tool Tool T75L-9480-A , it is for tensioning the belt on the thermactor air pump (the tool moves  the pump housing). It is listed for mid 90's Sho engines (eg ford Taurus) , it could very well be an older design than that tho, I don't think ford has changed the air pump design in years.....

NB: The air pump blows extra air into the catalytic convertor to make it finish burning off CO etc.
Just a weathered light rust/WD40 mix patina.
