What is it and who made it

Anyone know what this was for. Has a side cutter. No makers name or mark. Any ideas who made it. Thanks

Camping/fishing tool? Sure looks like a bottle opener on the top side! With some sort of crimping tool underneath it? Certainly is a strange one. It has always puzzled me as to why manufactuors go to so much effort in making a tool, then dont stamp it with their name!

Tend to agree with fishing tool,  Church key, side cutter,  hook remover tips and split shot crimper?   Saw teeth ?

Definitely fisherman's pliers.
 The little knife/wedge is for reopening split shot.

Absolutely fishing pliers.  The split on the end is to twist a hook.  I remeber getting a set at JACK's SURPLUS CITY ( a great local store for a 13 year old) in the late 60's.  Usually find these in the bottom of rusty tackle boxes.  One of those tools that is only marked  JAPAN.  If I can get to my old fishing stuff,  I'll check my set for any markings.---YES I STILL HAVE THEM!  I am a packrat!!

I've scaled plenty of fish,  And I'm sure that is what was the Mfg's  intention.    But I sure can't see it working that well.
Anybody ever used that feature ?

I just got a pair of those not long ago still in the leather sheath. If  I remember correctly it said Shakespeare on the sheath. Al.
