4 in long double action first portion of squeeze works nippers continue squeeze works a small press maybe electritricans or metermans pocket tool press has figure on one side may be for lead seals the name isw.kucle elberfield also has what looks like a top view of a bee

 Interesting tool.  New to me but probably you are right that they are specialty for some industrial use.

I would have to go with your guess bob, as it looks like it would cut the old copper braded seal wires on a gas or electric meter, and then mash the old lead seal disc with the anvil end of it, after installing a new wire seal.
Check this name again if you would, as I came up short with "isw.kucle"?

PS. It looks familiar, because Dad worked for the Pacific Gas, & Electric Company for 30 years.
