A vendors whatsit

A vendor has ask quite a few people what this is and came up empty.
I told him I would try to find out for him, anybody know?

Looks like a grease cap removal tool , with an extra arm. For larger caps?

Once in awhile something jiggles an old memory, the ones kept back in the dusty corners.   This tool could be used for re-seating the split ring on demountable rims, pre-1930.

I have one of those, and this tool could do the same thing.    Just couldn't spread it for removal, one of those tools one would need to get hands on to tell.

I guess that's a tail gate it's setting on. I didn't realize it was that big. Helps to put a ruler or yardstick next to the object you want ID'd

Didn't have one but I guess I could of ask around. Its 15-18" I guess.

I would want to know if the jaws are flat or chisel edged like a cutter?  Can't tell from the photo - even when zoomed in.

The jaws are flat, blunt, almost like they are for holding not cutting.

Can you transcribe the words?? I can make our WARREN, and PAT PNDG (Patent Pending) - is it Warren Co??? but what are the words/names next to the pivot???

Looks to me that it says, " JO WOLF MFR" or WOLE.
