Need help Identifyung this tool accessory

Can anyone help me identify this tool accessory. Maybe fits a lathe or grinder. It articulates and has micro adjustments

Bob, It looks like a drill bit sharpening attachment for a bench grinder to me.

That would make sense......would mount to the tool rest post bolts?
