#1 looks like a fixture to sharpen saw blades, perhaps a chain saw. It may be missing some parts.
#2 is a High/Low range shift valve for a Fuller (Eaton) Roadranger transmission. It is an air valve and runs a slave cylinder that moves the shift fork for the range shift collar. It was clamped to the side of the gear shift lever just below the shift knob. Newer versions are built into the shift knob.
