I opened up a consignment shop earlier this year and have been getting a few things I have been unable to identify. This is the first old tool I haven't been able to narrow down and hoping someone here can help out or have some ideas.
The tool itself is about 13 inches long and is mounted on a heavy wood base. It appears that you place your hand on the right side guard and turn the wheel with your thumb. This moves the gear system which turns the long metal bar that runs the length of the top. Under the lower cross beam there is a thin serrated saw-like cutting edge. The piece about 1/4 from the right that has a movable part that seems to contact with the cutting edge and would likely cut whatever was between. It looks like there should be a round piece that fits through the movable part that might is held into place by a small screw mounted at a 45 degree angle on the movable part.
There is a label on the bottom most of the letters are not visible or have been worn away. From what I can make out it could possibly say:
????? Pain(t)er
??? (C)utter
