Who is the maker?

This has no markings but I believe I've seen one posted before but can't locate it.
Kind of odd shaped head on it.

Pliers for running glass plate.

Hard to tell maker, several companies made them, several others put their names on them, perhaps PPG ?

somewhat odd handle shape....(They generally have somewhat longer handles)

Just a weathered light rust/WD40 mix patina.

My guess is that they are hand forged box jointed "Lancashire" pliers (Made in England in the 1800s and very often unbranded).I agree they certainly look like glass pliers (See R A Salaman pge 380).  Some pliers this shape have teeth cut inside the jaws,  which I think are used for leather working?

Not Red Devil -- got a pair of those and they're a bit different.  But definitely glass pliers.
