Small cast iron hand tool - I think

The only thing I can think of is half of a vintage cartridge reloading plier.

I associate handles like that with stoves. Some sort of lifter or something for a wood/coal stove perhaps?

At 5 inches, it doesn't look long enough for a stove handle. 

It still looks like half of one of these.

What is that? I assume the top is a wad cutter? But the bottom?

I've used one of the stirrup  cutters like the top item to cut wads, but it's just a cutter, often for leather work.

The bottom device is for hand loading shotgun shells.  Here's a couple more, in sets of reloading tools.
