Some kind of winding tool...?

My Dad bought this at a Secondhand Shop because he didn't know what it was.  So far we haven't found anyone with any idea!  If you have any clues we'd appreciate hearing from you.

I have photos to attach, I just can't work out how to do that...

-Vlchek WB* series double box wrenches.
-Hinsdale double-box end round shank wrenches.

Does the horizontal shaft in the last photo rotate via the crank?  If so,  a grinding disk or disks could have been installed there.  The slide mechanism holds a blade that is passed over the disk for honing or sharpening, similar to the sickle bar sharpeners presented awhile ago.

Thanks so much!  Dad is stoked to find out what it is, although it's a little bit different to the one on the other thread.  Could it have a slightly different application?

There were many diifferent ones made. Did you see the pictures? Some collectors have 20 or more of them, all slightly different.
Yours is missing the grinding stone.

Wasn't sure if the grindstone went on the longer end of the top rod that the handle moves, or somewhere else.
