What is this?

Hello,

I wanted to see if anyone out there knows what this is. It ratchets open and closed. The tool measures 11" long. It is not marked. I want to sell it on an auction site but do not know what to call it or how to research pricing. I ass  u  me it is an auto tool. Thanks for your help.
