Unidentified Tool Roll - Army??

Got this at a yard sale the other day.  No marks at all, not even rubber stamp ink at the corner. So it probably wasn't ever issued.  It has lots of pockets and odd sizes. Anyone ever seen one?

Not this one particularly, but since the sizes are graduated, am thinking it was used for a set of chisels.   If it was part of a set, as in a box of engineer tools, or woodworking set, often the interior pieces did not have numbers painted on.

My pix aren't very good.
The pockets are graduated in height, but weird in width. Some narrow and some wide, and random.
It does look old though.
