That top one's interesting.  I wonder what the "18" and "21" stand for?  Certainly not a metric measurement, since they bear no relation to the (presumably fractional inch) "3/8" and "1/2".

Can't help, but I'm really good at wondering.

Top one kinda looks like a machine wrench, in which case the numbers may refer to a tool number specified in a parts book (tho 2 numbers is kinda weird)

Bottom is a Bonney standard carbon steel S-wrench owned by Homer :)
Just a weathered light rust/WD40 mix patina.

I was thinking the top one is an engineers wrench.
