He got a response that that is a brake pedal jack to hold the brake pedal, I guess while doing some job under the car, keeping the car from rolling over the mechanic.

Not all that rare either as a tool although the version in the ad may be rare. Snap on still makes one.

As I get older, I use these to  check the brake lights, I cant run back as quick as I used to , and they always go off before I get there.
