This strangely configured malleable cast iron tool is marked "X".  Others have also had, and shown, this tool but no one has identified it that I know of.  Is it a true "Orphan" as the cognoscenti in MVWC put it?  Or does it have a well known purpose or application, known only to a select few?

Please take a SWAG at it.

Given the size & shape very likely a security key for a hose bib on a school or commercial building.
