What are these pliers on Bird's ebay listing?

Bird has these listed on ebay and titled as "S 9068 blacksmith tool".  I have an idea what it is.  But I don't think it is blacksmith made - because smithy tools are not usually number stamped (or so I think).  I am guessing these are brake spring pliers.  I'm visualizing the hooked end of the spring fitting in the slot end of the tool and being pulled onto its post by the pointed hook end which sometimes would grab onto the brake lining.
Maybe it will help to sell if we can identify.

   Not 100% sure but I'd say brake shoe spring pliers too. 
   I only say not sure because they are slightly different to ones I've used & seen, but look like they'd work fine.
