Completely Stumped

I found this item amongst my late father-in-law's stuff.  It's about 6" square and looks like a guide or clamp of some sort.  I couldn't find any markings on it.  Any ideas welcome!

Maybe not a tool on its own? A part of another assembly? Wild guess, for splicing?

Next guess , timing fixture to index on a machine or engine?
Or a piece of knurling equipment?

It looks similar to a tool grinding jig I've got up in the shed; but not quite identical.
