I don't have a clue

This was at a local antique store.  It is iron. The butterfly screws up and down and push the arms in when it goes down.  The socket is cone-shaped. I could not find any name or numbers/letters anywhere on it.

Bing reverse image shows similar , ID is antique police handcuffs.
