Odd plier-type from the same box lot

This one is made to cut a circle out of ????  No name or mark.  It is heavy, the circle cutter is steel with a sharp cutter at the bottom.  The bottom jaw has a soft metal in the center to prevent damage to the cutter.  The top jaw has a hole in it to get rid of whatever is cut (leather ?).  It cuts a 1/2" hole.  Anyone know what it is and who might have made it.

That would be my guess as well. Maybe CS Osborne as a maker?

I have one that's rather similar, marked "Made in Taiwan"

I'm pretty certain it's a paper punch - so you can fasten papers together at the corner, with a treasury tag.
