Is this some kind of Trephine Drill Medical Tool?

I got another one for you all :)

Here is one that I could not find anywhere, it looks like a Trephine Drill for medial use for the Skull?, since it has similar ends and seems to work the same way. The Brass cone slides up and down, and the rounded top twists like a drill. I looked at other Trephines and they seem to have T-handles as I have one of them and the bit is very similar. I couldn't find any marks either for this one.

Or could it be something else?

Ouch.!! Not unless your head is a valve seat!! It is a faucet valve seat tool, I am guessing for refacing a valve seat instaed of replacing!!

Thanks, guys I never would have thought of that lol. I looked up "some valve seat tools" and they look like that. What confused me was that the ends look similar to a trephine drill when I was searching around in antique stuff and they look very similar on how it would work mechanically.
