Phillips Screw License Numbers

Is there a resource to look up the license number assignee on Phillips drivers? Or maybe someone knows offhand - specifically looking for license #28.

Not been able to dig up much and I thought I recalled seeing a thread somewhere here about it.

Any help is much appreciated.
