We have an ATCO in Britain (Atlas Chain Company); they are are long established lawnmower and garden machinery company.

Their earlier machines would have come with a toolkit for the groundskeeper etc.

Link to a early model with on-board toolkit!

If old enough, they might be from the Automatic Transmission Co. (ATCO) of Lima, OH which made some tools in the post WWI - 1920s era.

I have one of their 6" adjustable crescent-style wrenches, but I can't put my hands on it right now.  They transmitted electricity--not for auto transmissions-- I think.
Like so:          https://www.ebay.com/itm/ATCO-WRENCH-CO-10-IN-AJUSTABLE-WRENCH-REDUCED/143384551498?hash=item216262a04a:g:qCoAAOSw4CFY7a2l
