What Is This???

Can anyone tell me anything about this tool?  I have searched books and the internet but cannot find it anywhere.

Based on the appearance - the left piece looks like a hand with a pointing finger, and the right looks like a fish - I am guessing a fish weight scale.  However it does seem like there needs to be more to it - some kind of spring.

It does seem like there should be more to it - whatever it is - but there aren't any holes or places where additional components would be attached, so...?

Its very similar to this 1 a guy i know posted on g-j years back.  I believe i seen these illustrated in a planter or drill brochure from 1900's.  i cant find brochure page now, but remember the thing is a seed "rate of feed" engagement device / indicator.
