Lathe tool?

All it is says is patent pending.  I'm guessing it's part of a lathe?

To me it looks like it could go on a surface grinder for sharpening special cutters. Does it look like grind stone residue on the tool?

I don't know why but I think its a radius cutter.


 But I've been wrong too many times to count.

I think that oldgoaly has it right... a compound fixture for cutter grinding.

does the part with the blue arrow pointing at it move on separate from the rest of the tool?  If it does that could hold a diamond tip grinding wheel dressing tool
