Automotive, Buggy, Tractor, Farm Implement wrench?

About 8-1/2 long with a 2-1/8th radius head, offset "teeth", and the part number has just faded away with time. The rear shock adjusting tool for my old Honda motorcycle is of a similar design... but this thing is old as dirt. Any ideas?

I'd be thrilled if it was an old Harley or Indian tool... but I don't think it is.

Could also be a packing nut wrench for a hydraulic cylinder.
