When I bought 3 large PRR wrenches about a year ago this guy gave me this extra part to me free and said it belong with the wrenches.   Even though I didn't want it.  The paint matches perfectly with the wrenches.  Said he bought from a estate and didn't want to separate it.
I have no idea what it is.  Maybe part from a train?

Looks like a compounding funnel you find in a boiler room.

Generally it's found atop the tank that adds chemical to the makeup water.

That one was probably reassigned to another job.
Timing has a lot to do with the outcome of a rain dance!
