Could also be Buda Engine.
Timing has a lot to do with the outcome of a rain dance!

that wrench on eb has DE on it

on eb, there is a slew of manuals for Buda engines,  onE is for THE 1941 gas & diesal engines
and they show a parts listing.   many parts numbers start with DE

well, I switched to using my computer instead of photo bucket. SO, now I have to relearn pictures. My wrench does say BUDA on other side says CE542

Just a guess , but I think that could be to remove covers over the valves , in the cylinder head.
Might also be for water pump packing nut.
