Some think this device belongs in a kitchen?

A few months ago you guys helped identify something I saw at an auction.  A friend of mine, and now me too, would like to find out what this particular tool/device might be used for.  I sure hope someone has a clue.

Show the top side. Looks like it mounts to a table .

From what I can see, it looks like a shotgun cartidge reloading tool....

And therefore commonly found in many kitchens, where half of the residents think it's just perfect to have it clamped to the kitchen table and the other half of the residents mutter darkly about, "You keep doin' that in my kitchen and you're sleepin' in the chicken coop."

Poking through images, seems to be a german copy of a Union Hardware design...

Quite a lot of variations on this design...

Found a better match, with exact match on the thumbscrew, marked "Paragon"
Paragon was a brand of reloadable cartridge from UK....

To me not for shot gun shell reloading, but perhaps trimming brass for rifle cartridges?  Top piece with the lever would apply pressure to the brass and the bottom crank would spin the brass??  Size seems off for that though....

Gosh darn, thank you guys for all your help.  I guess I still don't understand however if this is an "extractor" as some suggest for similar items on eBay or a crimper.  Actually I don't even know what extractor means in this case.  Or could it be a closer only?  Nothing there to surround the shell however.

All those items appear to be from the same idiot, who is also calling a leather punch a wad cutter ....
(OK, you *could* cut a wad with it, I suppose..)
