What size is it?  1st. looks like several feet long, but noticed the outlet plug next to it... 
Maybe something for a Blacksmith? hold the pot with molten metal?

How about if you turn it upside down as shown in the first picture, could it be part of a step for a buggy or piece of equipment. The square end would fit over a boss on the frame.

It could also be a carriage lamp holder from a buggy etc...

Looks like slots in the stem part , to support something with a bale handle, such as lantern or pot.
