New one for me.  Victor Balata and Textile Belting Company (Rathbone Vol I pg 468).  Since the company was in business from 1910 -1993, it could be old...or nearly brand new.

The "BALATA" got me curious & I found a 1910 CHEMICAL AGE account of the company's startup (http://books.google.com/books?id=Hd7mAAAAMAAJ&dq=balata%20textile%20belting&pg=PA157#v=onepage&q=balata%20textile%20belting&f=false ).
Nothing directly about the wrench.
