Brass whats it

Here is an odd thing, made of brass with a simple steel spring on the outside opening. On the moving part on the inside, there is another simple steel spring, but I dont know what it is for. About 2 1/2 inches square, about 1/4 inch thick, no markings other that the number "0" for mated parts.

I'd guess some kind of padlock adaptor. But I don't really know, however, it is really kewl looking, and if I found one it would probably distract me for hours. I try not to find things like that these days - P

ps: more likely bronze, given the pit holes
