The pin has to be removed to adjust the clamp.

Combination Pliers and Spreader. Patent was issued to George Walker Gilmer, Jr. of Philadelphia, PA. It's on DATAMP at:

Thanks Bus, is there a reason why the patent doesn't look exactly like the one I pictured?

NB: The patent mentions the usefullness of the tool for spreading a cut in a tire for cleaning (and presumably glueing)
Just a weathered light rust/WD40 mix patina.
