Looks like a company inventory number or something similar.  Kind of numeric to be someone's personal identifier, unless the person was really into numerology.

Probably matches a number on a brass tool tag. When you took the tool out of the tool crib, the tag got hung on a hook with your name over it until you brought it back.

Tend to agree, cept, perhaps not a tool crib number, I found 2 other tools on the internet with that number on them.
Perhaps an identifier for a service kit....

(Other tools: 9" Kanon Dial caliper, and a 'flexable nut driver" (looks like a carb adjusting tool)
