Another Unknown

Bought a bunch of mystery tools at a tag sale, this is the only one I haven't figured out.  It is about 10.5 inches long and is stamped "crome-alloy".  Will submit an open and closed view.  Looks like it cuts something.  Any ideas?

Thanks for the quick solve of this mystery!  After a quick search it looks like a HERBRAND Chain Repair pliers--fremont Ohio.  Mid 1930's.  Thanks for the help!

St. Pierre also made a pair that looked like these.  Not positive, but I think they had the original patent.
