Caliper type tool

When I saw this in the bottom of a box of tools I bought, I thought it was an old pair of dividers or an old compass. The other end says something different. No name or number on it, it may be hand made. This was in a box of Ford T tools I bought.

Never seen one quite like it. I am guessing it is a brake spring tool for drum brakes.

Goes back further than the Automobile. Firstly they have been made from one of the hinge joints from a sulky or possibly Ford T hood frame. Called clip tongs, they are used for putting the plate on sulky spring clips (u bolt). See Salaman's Dictionary of Tools Page 533
