Bicycle wrench No 201

Found this the other day.  Paper in bad shape.  I wonder who made this wrench?

I acquired one myself just recently and have been researching.

It seems at least Draper, Reese, Schwinn, and Victor were "marketing" them.  Whether they were making them I'm unsure.
