What is the thing in the lower left hand corner???

Can anyone identify the object in the lower left hand corner of this photo? I am guessing an old fire hydrant but dont know anything about such things.

That may be an early cast iron mail drop box, or a police call box.   I see its mounted on a concrete pad, and the police call boxes were always mounted securely.  FYI a police call box was a telephone in a locked steel box, just for police to call in to the station, when on patrol.
