Definitely a 50s or earlier Ring Stand clamp from a lab someplace.

You find the other half it is a handy third hand.
Timing has a lot to do with the outcome of a rain dance!

Best I recall from 50+ years ago it's a clamp for holding a water cooled condenser on a ring stand or grid.  I was kind of asked to leave the chemistry lab under somewhat less than joyous circumstances involving sugar and potassium chloride.  I do well recall a lot of screaming from the chem teacher and frequent use of the words last straw.

They aren't really for holding anything in particular, they are kind of a general purpose clamp for holding whatever you want held on a stand or over a flame or such. Test tubes, flasks, (the ones for beakers have bigger fingers) distillation apparatus .....

It is surprising how hard it is to reach 90 proof....

90 proof is the reason behind vacuum distillation Rusty.  Walk in the park and no chance of scorching.

Not much need for sugar if you malt properly.  Nobody watched grain, but a lot of eyes watched the sugar.

Sugar chloride is such a fine detonation system when mixed with battery acid that's been concentrated.  All components are readily available too.
